In her role as industrial commissioner for the state of New York, Frances Perkins organized a conference on unemployment for state governor Franklin D. Roosevelt that was held in Albany in January, 1931. In this photograph taken during that month, she is shown with two New York state employers, Max Meyer of New York City and Maxwell Wheeler of Buffalo.
